Residents in Stafford and Caroline counties raised questions and concerns during Dominion’s first round of community outreach for the then-named Kraken Loop proposal.
Fredericksburg Free Press reported concerns about property impacts, potential health effects, agriculture and data-center demand. Dominion said it would evaluate environmental, cultural and historic constraints and use public input to refine routes before a state filing.
These were public concerns and utility responses during early planning—not findings by the SCC and not evidence that any displayed route had been selected.
